Fin août, la Flandre comptait 226.899 demandeurs d'emploi sans travail. Cela représente 40.000 personnes (21,3%) de plus que l'an dernier. C'est surtout parmi les hommes que la crise se fait sentir : le chômage masculin a augmenté de 34% contre 10% chez les femmes. Pour le ministre flamand de l'Emploi Philippe Muyters (N-VA), la différence est due au fait que les hommes sont traditionnellement actifs dans des secteurs plus sensibles à la conjoncture et à la crise comme l'industrie, la construction ou les transports, et les femmes dans des services publics. Le chômage des jeunes a lui aussi augmenté de 25% par rapport à fin août 2008. Le cabinet Muyters attend à présent de voir comment l'important groupe de nouveaux diplômés se débrouillera sur le marché de l'emploi ces prochains mois. C'est surtout le chômage de durée courte (+27,3%) et moyenne (+34%) qui s'est accru suite à la crise, et il touche tout autant les détenteurs d'un diplôme universitaire que ceux qui en sont dépourvus. Cet automne, Muyters veut organiser une conférence destinée à élaborer un "plan emploi" durable pour la Flandre afin d'éviter que les nombreux demandeurs d'emploi ne se retrouvent dépendants d'allocations structurelles. La vague de faillites a elle aussi atteint un nouveau sommet après une stagnation en juin et juillet. Le bureau Graydon signale 379 faillites, soit 19% de plus qu'en août 2008. En Flandre, l'accroissement a été de 23% durant les 8 premiers mois de l'année, sans compter les entreprises qui ont demandé des mesures garantissant la continuité de leur activité. Ces faillites ont entraîné la perte de 14.908 emplois, ce qui a encore contribué à gonfler les chiffres du chômage.

Le budget fédéral accuse un trou de 25 milliards. Pour le syndicat socialiste ABVV, il ne faut pas chercher les causes bien loin : c'est la crise bancaire qui a coûté 21 milliards d'euros. Le président du syndicat Rudy De Leeuw ne veut pas que la population active doit payer la facture, car la crise a affecté le pouvoir d'achat du consommateur et suscité un chômage massif; à présent, les fédérations d'employeurs suggèrent de supprimer les prépensions (Unizo) et de lier le versement des pensions à l'espérance de vie (VBO), tout en réclamant une déduction fiscale unique (sur un seul exercice) de leurs investissements. Pour De Leeuw, ce serait le énième cadeau fiscal de ces dernières années, après la déduction des intérêts notionnels et la réduction de 7 milliards sur les cotisations sociales. Le président de l'ABVV demande que les mesures d'économie soient au contraire sociales et équitables; c'est pourquoi il souhaite le maintien de la norme de croissance annuelle de 4,5% pour les soins de santé, et que le gouvernement ne procède pas à des économies linéaires qui feront beaucoup plus mal aux faibles revenus qu'aux autres. De Leeuw veut au contraire que le gouvernement ait le courage de demander les comptes en banque suisses des Belges pour que tous les revenus soient connus. De même, il estime qu'il est plus que temps que les banques paient un impôt de crise après les dégâts qu'elles ont provoqués. Il est aussi grand temps d'introduire une taxe de type Tobin visant les mouvements d'argent spéculatifs. "Nous savons très bien qui a provoqué la crise et nous voulons que ce soient les mêmes qui la paient", conclut-il.

On peut lire dans De Tijd que jusqu'en juillet, plus de 4,5 milliards d'euros de précompte professionnel n'ont pas été payés à temps. Le précompte professionnel est l'impôt déduit chaque mois du salaire brut et versé directement au fisc. De très nombreuses entreprises ne sont que trop heureuses de pouvoir faire appel à la mesure de relance du gouvernement fédéral, qui leur permet de reporter de trois mois le paiement de ce précompte. Reste à savoir combien d'entreprises le paieront effectivement, car il y a de gros risques de voir une série d'entre elles faire faillite, poursuit le quotidien. Pour les entreprises qui paient trimestriellement, l'impôt du 1er trimestre n'était dû que le 15 juillet; celles qui paient mensuellement peuvent obtenir trois mois de sursis pendant un semestre. Des intérêts de retard sont prévus pour celles qui restent en défaut de paiement malgré le sursis. Quoi qu'il en soit, ce déficit démontre que la mesure est un cadeau plus que bienvenu pour de nombreuses entreprises. Mais pour le Trésor, cela signifie que près de la moitié des quelque 10 milliards de manque à gagner découlent de cette mesure qui, en outre, coûtera à l'Etat quelque 200 millions d'euros en intérêts complémentaires résultant des prêts destinés à compenser le déficit.

Il ne fait aucun doute que De Gucht obtiendra un satisfecit en tant que nouveau Commissaire européen à la Politique de développement ce jeudi lors du vote de la commission parlementaire homonyme, et le 16 septembre à la séance plénière du parlement européen. Hier, il a été mis sur le gril par une série de parlementaires, mais a réussi son "examen" avec brio. Il a su répondre à toute une série de questions très diverses, bien que les parlementaires n'aient pas semblé vouloir donner à l'ancien ministre belge des Affaires étrangères plus de fil à retordre que nécessaire. Pour l'instant, De Gucht ne remplace en effet que temporairement le libéral francophone Louis Michel, qui passe au Parlement européen. Au cours des mois qui restent, De Gucht ne pourra guère s'écarter de la politique de son prédécesseur même si, d'après ses propres dires, il souhaite y ajouter sa touche personnelle. Il veut notamment intensifier la lutte contre les violences sexuelles (surtout dans l'Est du Congo), et espère que des fonds plus importants y seront consacrés que quand il était ministre belge. Le nouveau commissaire s'est aussi interrogé sur le découpage du budget que l'UE affecte à la coopération au développement; Il prévoit 220 millions à distribuer à des ONG, mais a fait l'objet de 15.000 demandes. Reste à savoir quel portefeuille De Gucht brigue dans la prochaine Commission, puisque le mandat de l'exécutif actuel se termine en octobre. Mais pour l'instant, l'ex-ministre ne dévoile pas son jeu.

Le 26 juin 2008, le CEO de Fortis Jean-Paul Votron annonçait plusieurs mesures draconiennes faisant plonger le cours en bourse du groupe de près de 19%. Depuis lors, Fortis n'a jamais réussi à rétablir la confiance, et aujourd'hui, la CBFA, chien de garde de la bourse, aurait des indices prouvant que Fortis a commis un délit d'initiés ce jour-là. Ce type de délit peut porter sur une manipulation des cours en bourse, le fait d'agir avec une connaissance préalable des faits, ou celui de tromper les actionnaires. L'auditeur de la CBFA va à présent interroger Fortis dans le cadre d'une enquête à charge et à décharge, et pourra le cas échéant lui infliger une amende. Toutefois, la CBFA a aussi jugé utile d'informer le parquet, ce qui pourrait se traduire par l'ouverture d'une procédure pénale. Le jour du délit présumé, Fortis annonçait des mesures qui devaient permettre de générer 8,3 milliards de capital supplémentaire. La banque, qui se trouvait en difficulté suite à la reprise coûteuse d'ABN Amro, souhaitait obtenir une augmentation de capital de 1,5 milliard d'euros, s'abstenir de verser le dividende intérimaire et verser le dividende 2008 sous forme d'actions. Mais des dizaines de milliers d'actionnaires se sont sentis grugés dans la mesure où, en avril 2008, le président de Fortis Maurice Lippens avait encore affirmé qu'il n'y aurait pas d'augmentation de capital.

Annemie Turtelboom, la ministre de l'Intérieur (Open VLD), a introduit une proposition de licenciement visant le chef de la police gantoise Peter De Wolf. Début février, ce dernier a en effet provoqué un accident de la circulation après une fête de la fanfare de la police gantoise, mais a persuadé deux officiers de son corps de rédiger un PV falsifié. L'affaire s'est ébruitée et le bourgmestre gantois a suspendu le policier. En juin, celui-ci a été condamné en première instance à une peine de douze mois de prison avec sursis, mais il a interjeté appel. La ministre Turtelboom a toutefois décidé de ne pas attendre le verdict et de licencier De Wolf. Ses deux complices perdront deux ans d'ancienneté à titre de mesure disciplinaire.

The Flemish government yesterday dismissed director of Flanders House in New York, Philip Fontaine, with immediate effect. His dismissal was however not the result of urgent reasons, so Fontaine will receive a retrenchment package of two months salary. Minister-President Kris Peeters (CD&V) announced the dismissal at a press conference, saying that the relationship of trust with director Fontaine had been severely damaged. Fontaine failed to execute instructions from the board of directors and problems with HR management and reporting remained unsolved. Fontaine had allegedly been reprimanded by the board on previous occasions, but this did not impel him to change his management style. Peeters stressed that the dismissal was not as a result of financial mismanagement. The accusations about conditions at Flanders House made by LDD party chairman Jean-Marie Dedecker in the press, were unfounded, Peeters reiterated, adding that Fontaine would have been dismissed even without Dedecker's comments. The latter however insists that Fontaine billed Flanders House to the value of 30,000 dollars through Italian Days, the partnership between him and his Italian girlfriend. According to Dedecker it does not matter whether this happened before or after the opening of Flanders House, as he had started working months before the opening. This incident will not impel the Flemish government to change its foreign policy, Peeters concluded.

Following the trend by top Belgian companies like Bekaert, Colruyt and Belgacom to outsource part of their IT services to India, the newspaper De Morgen reports that a second wave is on the way, with the banking and pharmaceutical sectors joining the move. According to the Indian advisory bureau Quantum Step, the total value of these new Belgian contracts could amount to 4.6 billion Euros within one year, with 1.3 billion being spent on infrastructure management, almost 1.9 billion on the development of applications and 1.4 billion on business process outsourcing (BPO). BPO encompasses the broad domain of back office activities, including call centres, HR and accounting services. The race is on between the top Indian players Tata Consultancy Services (TCS), Infosys and Wipro, to obtain lucrative new Belgian contracts, the Indian business newspaper Economic Times reports. TCS is part of the Indian mega group Tata, manufacturer of Tata vehicles, and also counts Bekaert, Belgacom, AB InBev, Axa, Colruyt and Fortis in its stable of clients. Service companies like Accenture and IBM continue to move their IT support to India. Insurer Axa Belgium also admitted to increasingly outsourcing their information services to India as it cannot find suitable profiles here. Most contracts are signed with Indians working for the Indian Axa subsidiary. A new agreement could promote the exchange of business services between Belgium and India. Since 1 September employees who are sent by their companies for temporary work to the other country no longer will pay social contributions in that country.

Tonight it will become evident whether the Antwerp College of Alderman can agree on the question (s) Antwerp citizens will be faced with during the referendum on the Oosterweel Link. Mayor Patrick Janssens (SP.A) and action groups intend to ask citizens two questions; the first one being the issue of the Lange Wapper bridge, which will form the key link of the BAM route round Antwerp, and the second being the alternative proposal of a tunnel instead of a bridge, made by the consulting firm Arup/Sum. The CD&V and N-VA parties, who have a joint faction at the Antwerp town council, demand that the second question will not be raised. They do not consider it to be a viable alternative as the proposal has not been finished properly and in detail. According to action groups, Antwerp CD&V aldermen were put under pressure by Flemish Minister-President Kris Peeters (CD&V). Open VLD agrees that the question should only be put in respect of the BAM project. Mayor Janssens tries subtle diplomacy to steer his college of alderman into a unanimous decision. If this should fail, the coalition could suffer. Indeed, Janssens could manage a swap majority if he sides with opposition parties Groen! and Vlaams Belang, but an alternative parliamentary majority with Vlaams Belang would imply breaking through the cordon sanitaire and could have tremendous political implications for the socialist mayor. CD&V, N-VA and SP.A are now paying the price of their lack of initial government arrangements on the Oosterweel Link when the Flemish government was formed, the newspaper Gazet van Antwerpen reports.

The commotion and indignation caused in the press following the injury Standard player Axel Witsel incurred on Anderlecht defender Marcin Wasilewski with his`death kick' last Sunday, has not abated after declarations made by Witsel and Standard Liege director Pierre François at their press conference yesterday. Wasilewski was carried off the field with an open leg fracture and will not be able to play for at least one year. Witsel has been suspended by the Sporting Committee until 23 November. In the press, voices were raised in favour of his suspension for as long as it takes Wasilewski to get back on the field. Standard director François yesterday hit back with equal indignation about the allegations made in the press and the punishment imposed upon Witsel, saying: "The sporting committee intended to set an example, but this is exaggerated." He plans to appeal against the decision. After the attacks against the press and the football union, it was the turn of sponsor Base to find itself in François' firing line. François blamed the mobile phone operator to be eager to be in the spotlights when Witsel won the Golden Shoe trophy, but not standing behind him in times of crisis. Base proposed an alternative punishment for Witsel, suggesting youth work at the club as a gesture of goodwill. According to François this will not happen as Witsel's tackle was not intentional. The newspaper Het Laatste Nieuws concludes that the Calimero attitude is common practice nowadays in Liege, the home of Standard.

Viewers owning a Telenet digibox will be able to watch a number of popular American series almost 48 hours after its release in the US by simply paying 3 Euros per episode. This offering is currently limited to the Disney productions of Desperate Housewives, Grey's Anatomy and Lost, but the service will probably be extended. As the biggest presenter of digital television and quasi monopolist in respect of analogue cable television, Telenet will now be in direct opposition with VT4 and 2BE, the Flemish broadcasters which hold captures of the market in terms of American series. SBS, the media house of VT4 and VMMa, parent company of VTM and 2BE, reacted with indignation. According to SBS, this makes Telenet both a distributor and content provider. SBS insists that the separation of services (distribution/programmes, etc.) should be discussed and SBS further sees this monopoly as detrimental to the Flemish audiovisual industry. VMMA is equally unamused as it initiated a similar offer itself with the series 24, Bones and Lie to Me on the digital platform iWatch. According to Telenet, the Disney deal was closed to prevent piracy. Within hours of its first flighting in the US, viewers can buy illegal copies of a series on the internet.

A number of politicians have joined the unions ABVV and ACW in their proposal to call on the banks to contribute towards closing the budget gap. Vice-premier Laurette Onkelinx (PS) agrees with the unions, saying that the budget deficit of 25 billion is largely due to emergency operations to save the banks. At present the banks are paying compensation for the state guarantees they request, but as soon as they no longer appeal for guarantees, they should be obliged to continue paying a premium for the insurance offered by the government, Onkelinx proposes. The banks' contribution could be obtained by increasing tax on share transactions or by reforming the notional interest deduction, a tax benefit for companies with considerable assetsk. Her third option is in line with the unions' proposal of a crisis tax for banks. MR Finance Minister Reynders does not blame the budget deficit on the banks, but on the economic crisis. He has established that banking investments have almost been repaid, as participations in the banks amount to 14 billion Euros, which is only one billion less than the 15 billion Euros the federal government invested in the banks Fortis, Dexia, KBC and Ethias. Reynders nevertheless advocates the implementation of a levy by the financial sector, rather than a tax with immediate impact on the consumer.

The Antwerp ports company PSA has cut 108 of its 650 jobs. PSA, the biggest container company in the harbour and an affiliate of the Singapore company Temasek, implemented these measures as a result of dwindling container traffic. During the first half of the year the shipment of containers fell back by 18.5 percent to 3.6 million per twenty-foot container. PSA holds an 80 percent market share in container transshipment, exploits two container terminals on the right bank of the river Scheldt and owns a gigantic terminal in the Deurganck dock on the left bank. It also employs a fourth container terminal in the Delwaide dock as 50-percent shareholder in the joint venture with the Swiss-Italian shipping company MSC.
