Les solutions adoptées devraient figurer dans un plan de reprise adapté, qui a été transmis à la direction de GM hier matin. Aux termes de cet accord, General Motors vendrait une participation majoritaire de 55 pour cent d'Opel à Magna et à la banque publique russe Sberbank. GM s'est toutefois montrée très réservée et a déclaré vouloir d'abord examiner le plan. Un peu plus tard, l'autre candidat à la reprise, le fonds d'investissement RHJ International, a pour sa part affirmé « être encore dans la course ». Magna et Sberbank doivent essentiellement leur position de force aux autorités fédérales allemandes et à plusieurs gouvernements des États fédérés, qui ont jugé le consortium comme étant l'unique candidat acceptable. Au cours des derniers jours, Berlin avait en effet mis l'accent sur le caractère non négociable d'une éventuelle reprise par RHJ. La chancelière fédérale Angela Merkel tient à boucler le dossier Opel au plus vite, à l'aube des élections législatives fédérales du 27 septembre. Au-delà du soutien des autorités allemandes, Magna bénéficie également de l'appui du conseil d'entreprise européen d'Opel, notamment de son vice-président anversois et dirigeant du syndicat socialiste ABVV, Rudi Kennes. « Une vente à Magna serait de bon augure pour le site d'Anvers », a-t-il déclaré hier soir, bien que peu d'éléments laissent supposer que Magna conserverait effectivement le site anversois, De Tijd constate. En tout état de cause, la vente définitive reste conditionnée à l'approbation du conseil d'administration de GM, au vote des subventions allemandes de plusieurs milliards par le Bundestag et à l'aval de l'Union européenne.

Le ministre de la justice Stefaan De Clerck (CD&V) a ordonné la mise en examen dans les hautes sphères de la magistrature bruxelloise pour fraude et corruption. En effet, la police judiciaire fédérale de Bruxelles lui a remis un dossier laissant penser qu'une enquête auprès de hauts magistrats serait étouffée par des magistrats encore plus haut placés. L'enquête en question est déjà en cours depuis environ cinq ans. Elle fait suite à une perquisition chez l'avocat Robert Peeters à Overijse, soupçonné de fraude. Sur son ordinateur, les enquêteurs ont trouvé des projets de jugement de Francine De Tandt, l'actuelle présidente du tribunal de commerce, encore vice-présidente à l'époque des faits. C'est elle qui a approuvé la vente de Fortis à BNP Paribas en première instance l'année dernière. Divers avocats la soupçonnent d'avoir rendu des jugements à la carte pendant plusieurs années. Ils ont eu la puce à l'oreille en constatant que certains de leurs confrères n'avaient pour ainsi dire jamais perdu une affaire devant la juge. Parmi les privilégiés, Christian Van Buggenhout, avocat des autorités belges notamment dans l'affaire Fortis et curateur de la faillite de la Sabena, bénéficierait systématiquement d'un traitement de faveur auprès du tribunal de commerce grâce à Francine De Tandt. Malgré les insistances répétées du ministère public, le dossier explosif a eu l'effet d'un pétard mouillé, exception faite d'une procédure disciplinaire auprès de la cour d'appel, qui est toujours en cours. Les enquêteurs ont de sérieuses raisons de penser que Francine De Tandt bénéficierait de la protection du parquet général de Bruxelles et du parquet général auprès de la Cour de cassation. La mise en examen pour corruption lancée par Stefaan De Clerck, qui sera menée par un juge d'instruction extérieur à Bruxelles, est un nouveau coup dur pour l'image de la magistrature, conclut De Morgen.

Au terme de dix années de négociations sous différents gouvernements, le ministre-président flamand Yves Leterme (CD&V) et son homologue néerlandais Jan Peter Balkenende ont signé quatre traités sur l'Escaut, portant notamment sur la réalisation et le financement des travaux d'approfondissement de l'Escaut. Le dragage revêt un caractère essentiel étant donné que le fleuve n'est pas suffisamment profond en douze endroits pour autoriser le passage des grands navires. Dès lors, ils peuvent uniquement naviguer sur la rivière à marée haute, ce qui nécessite parfois des heures d'attente. Selon les estimations, chaque année sans approfondissements coûtera 70 millions d'euros par an au port d'Anvers. Son grand rival, le port de Rotterdam, accueille toutefois ces navires à bras ouverts. Dès lors, il a tout intérêt à ce que l'approfondissement de l'Escaut reste au point mort. Malgré les traités, les Pays-Bas traînent donc les pieds, d'après De Morgen. Pour preuve, il aura fallu deux ans pour que la Chambre des représentants des Pays-Bas approuve les traités sur l'Escaut, sous la pression du lobby portuaire rotterdamois. Ensuite est apparu le tiraillement sur les compensations écologiques pour l'approfondissement de l'Escaut, que le Conseil d'État a désormais rejetées en bloc. Le ministre-président Peeters commence à perdre patience. C'est pourquoi il a convoqué hier l'ambassadrice néerlandaise Hannie Pollman-Zaal. Il s'agit d'une mesure très exceptionnelle, puisque c'est la première fois que le ministre-président flamand recourt à ce droit. Il a signifié l'intention de la Flandre d'engager la procédure prévue par le traité sur l'Escaut en cas de différend. « La Flandre a toujours tenu ses promesses. Nous avons rempli nos obligations loyalement. Au tour des Pays-Bas à présent de respecter leur engagement », a souligné le ministre-président. Kris Peeters n'a par contre fait aucun commentaire sur d'éventuelles actions juridiques ou une intervention diplomatique dans d'autres dossiers entre la Flandre et les Pays-Bas.

Six radiothérapeutes oncologues de l'Hôpital Universitaire de Gand ont adressé en mai un courrier à la direction afin d'exprimer leur préoccupation concernant le temps d'attente pour la radiothérapie du cancer, compris entre quatre et six semaines. La radiothérapie vise la destruction des cellules cancéreuses via leur exposition à des rayons radioactifs. L'intensité et la fréquence des séances varient selon l'état de chaque patient. Dans le cas du cancer des ovaires par exemple, il convient d'administrer un traitement intensif au plus tôt. Or, les six radiothérapeutes-oncologues de l'Hôpital Universitaire de Gand affirment ne plus être en mesure d'opérer dans les délais impartis. Selon la direction, il s'agit d'un cas isolé. Elle attribue ce retard à des travaux de réparation sur l'un des quatre irradiateurs. De plus, chaque patient irradié doit faire l'objet d'une « estimation » préalable du dosage requis et de la zone tissulaire à traiter, ce qui nécessite plusieurs semaines, rappelle le chef de service. Finalement, deux patients ont dû attendre quatre semaines, il avoue. Il souligne par contre que l'hôpital gantois mettra en service un cinquième irradiateur l'année prochaine. Aux yeux des médecins d'autres hôpitaux, la situation rencontrée à Gand est exceptionnelle. En Flandre, le temps d'attente pour la radiothérapie s'élève à une semaine et demie à deux semaines maximum. Même son de cloche chez la Ligue flamande contre le cancer, qui ne juge pas les temps d'attente problématiques à l'heure actuelle.

Karel Baeck prendra sa retraite fin septembre, après 20 années à la tête de l'Office national pour l'emploi. Âgé de soixante-huit ans, il devrait être un modèle pour tous les jeunes pensionnés quinquagénaires que compte la Flandre. Dans un entretien accordé à De Standaard, l'administrateur général de l'ONEM livre sa vision sur la réforme du chômage. À ses yeux, le montant de l'allocation de chômage doit être revu à la hausse, car il est impossible de vivre avec 35 à 40 euros par jour. Plus élevée chez nos voisins, l'allocation de chômage est supprimée ou réduite après plusieurs années. Karel Baeck est favorable à un tel abaissement, ce qui du reste figure au programme du gouvernement. Il semble également en faveur d'une allocation d'attente pour les jeunes sans emploi qui n'ont encore jamais travaillé. Toutefois, il propose de déterminer l'allocation sur la base du diplôme obtenu. D'après lui, il est en effet prouvé que chaque année de formation (utile) supplémentaire suivie par les jeunes réduit leur probabilité de chômage de 15 pour cent. D'ailleurs, la plupart des 50.000 jeunes chômeurs pendant deux ans ou plus et n'ayant jamais travaillé n'ont pas achevé leur parcours scolaire. Karel Baeck a également pu observer l'évolution du budget de l'ONEM au fil des ans. L'ONEM a reçu 170.000 « clients » supplémentaires en un an. Le budget 2010 a augmenté pour atteindre 12 milliards d'euros, soit 3,4 pour cent du PIB. « En 1972, lorsque j'ai commencé ma carrière à l'ONEM, ce chiffre s'élevait seulement à 0,6 pour cent », conclut Karel Baeck.

Cette année, la clientèle des voyagistes belges s'est réduite comme peau de chagrin, comme en témoignent les chiffres et données des deux principaux acteurs du marché belge, Jetair et Thomas Cook. À eux deux, ils représentent 80 pour cent du marché des voyages organisés en Belgique. Début août, Jetair a enregistré une baisse des réservations de six pour cent, et la situation ne va pas s'améliorer selon Bart Brackx, administrateur délégué de la filiale de TUI Travel, Jetair. Si Thomas Cook ne communique aucun chiffre concernant le marché belge, tout laisse penser que la compagnie connaît une perte identique. La fédération professionnelle ABTO a observé fin juin chez l'ensemble de ses membres une baisse de 6,8 pour cent, soit une perte de 200.000 à 250.000 séjours. Dans l'absolu, il s'agit d'une chute record sur le marché des voyages organisés. Elle trouve essentiellement son origine dans la crise économique et la grippe mexicaine. Jetair et Thomas Cook Belgique confirment que les vacances en avion pour des destinations lointaines ont payé le plus lourd tribut cet été.

Depuis son lancement le 1er avril 2009, la nouvelle assurance 'habitat garantie' a reçu 5.550 demandes, soit 300 par semaine, contre 4.500 en moyenne par an pour la précédente, l'équivalent de 87 par semaine. Le nombre de demandes a donc triplé, comme l'indiquent les chiffres de la ministre flamande du logement Freya Van den Bossche (SPA). Délivrée gratuitement, l'assurance habitat garantie couvre les personnes incapables de rembourser leur crédit hypothécaire en raison du chômage involontaire ou d'une incapacité de travail. Selon la ministre Van den Bossche, ces chiffres démontrent que l'assurance répond à un besoin accru en matière de sécurité du logement. « L'insécurité économique et les pertes d'emplois ne peuvent donner lieu à des pertes de logement », précise-t-elle. Freya Vanden Bossche veut à présent étudier la possibilité d'une telle assurance pour les locataires.

At the end of 2007 the Higher Council for Justice nominated the scandal-hit Francine De Tandt chairwoman of the Brussels Commercial Court despite the fact a disciplinary investigation was ongoing and a negative recommendation was received by the president of the Court of Appeal, the newspaper De Morgen reports. The Higher Council for Justice (HRJ) nominates judges after obtaining recommendations. It received two recommendations concerning De Tandt, the one from the Brussels Bar Association being unanimously positive with regard to the then deputy president of the Commercial Court, while the recommendation from the president the Brussels Court of Appeal was negative. There were two aggravating factors, with the Court of Appeal asserting that De Tandt was heavily in debt after having financial guarantees for an unsuccessful investment project by her brother, making her 'vulnerable' as a judge. The second aggravating element was that a disciplinary investigation against De Tandt had been launched exactly one week before, after the Brussels judicial federal police received indications that De Tandt was guilty of corruption and forgery of documents. De Tandt appeared before the 28-member nomination and appointment committee and argued that her debt was a private matter that was not to be taken into consideration. She claimed she was not aware of the disciplinary investigation. The HRJ decided in De Tandt's favour and appointed her as chairwoman of the Brussels Commercial Court on 16 October 2024 Laurette Onkelinx (PS), minister of Justice at the time, signed the appointment. Her office says that the minister nearly always follows the advice of the HRJ.

Stefaan De Clerck (CD&V) has become the Minister of Justice at a time when the Belgian justice system is under fire from all sides due to the escape of detainees, possible corruption in the Brussels courts, illegal mobile phone circuits in prisons that are overpopulated. There are fresh scandals every week, says the newspaper Het Laatste Nieuws. However, these judicial blunders and setbacks also have a positive effect, in that even the staunchest conservatives in the Department of Justice are seeing the need for reform, the newspaper writes. De Clerck admitted that a lot has to be done: urgent security measures must be taken in court buildings and prisons, which he promised to do by the end of the year. Moreover, three major reforms have to be addressed - penal policy, the automation of the judiciary and reforming jurisdictions in terms of arrondissements. The current penal policy is not working, as some sentences for serious crimes are not implemented. Then there is the question of alternative sanctions, such as community service, while electronic supervision must also be refined. Drug addicts no longer belong in prisons and, in order to house them elsewhere, De Clerck is relying on the cooperation of regional governments. Then another seven new prisons have to be built and eight existing ones renovated, thus bringing an end to the permanent overpopulation by 1,500 to 2,000 prisoners. And finally, the smaller judicial districts should all be incorporated into a larger jurisdiction with a management with maximum responsibilities leading it. De Clerck says there is no longer much resistance to these reforms, and even judges are asking for their implementation. "Even the opposition parties are promising they will cooperate constructively in my plans," the minister says.

The crown prince of Belgium traditionally engages in supporting Belgian companies abroad. When Albert was crown prince he led the economic missions organised by the Belgian Foreign Trade Board (BDBH) for years, and when he ascended to the throne his eldest son, Prince Philip, took over the task. After the BDBH was regionalised, it was replaced by the Belgian Foreign Trade Agency, which organised the trade missions in cooperation with the regional bodies Flanders Investment & Trade, AWEX and Brussels Export. Aside from the major trade missions arranged every three to four months (Prince Philip is visiting Saudi Arabia in October), there will also be shorter ones this autumn - an initiative of the prince himself, according to reports. Contrary to the normal missions the crown prince will not be accompanied by dozens of entrepreneurs, but will rather visit specific industries accompanied by a small delegation. Minister of Foreign Affairs Yves Leterme (CD&V) will accompany the prince on these tours. The first mission will be in the beginning of September, which will take Philip to the BASF headquarters in Ludwigshafen in Germany. BASF is one of the largest users of the Antwerp harbour. With this new initiative the crown prince, who turns 50 next year, clearly not only wants to serve the economic interests of the kingdom, but also sees this as a way to show that he is ready to become king, says the newspaper De Standaard.

Antwerp liberal politicians Annick De Ridder and Ludo Van Campenhout's (Open VLD) call for Belgians to boycott mussels from the Dutch province of Zeeland is proving successful, with some restaurants having replaced Zeeland mussels with Danish ones. Belgians eat about three-quarters of the one-and-a-half to two million mussels harvested in Zeeland. The liberals have also received support from the Christian-democrat alderman of the Port of Antwerp, Marc Van Peel. The 2005 treaty concerning the dredging of the Scheldt river is being constantly delayed by the Dutch, with the Dutch Council of State now raising objections. The citizens of Antwerp have reason to be annoyed, as it costs the harbour an annual 70 million Euros because large oceangoing ships can only sail up the Scheldt at high tide. Van Campenhout has labelled the Dutch actions as protectionist. "Our governments have been too friendly," he says. "If they had taken the matter to a European level, it would have been judged in our favour long ago." An increasing number of voices are calling for the introduction of the road tax voucher for trucks in Flanders by way of compensation, given that up to 16,000 Dutch trucks pass through Antwerp every day. "If we do not dredge the Scheldt, the number of trucks will only grow," says Van Peel. The Dutch also fear that Flemish Minister-President Kris Peeters (CD&V) will oppose the high-speed rail to Amsterdam, as this project is linked to the deepening of the Western Scheldt estuary.

Every year on 01 April the World Health Organisation (WHO) decides which strains of flu are most common and asks manufacturers to develop vaccines for these. But during the course of April this year a mutated virus unexpectedly showed up in Mexico, a completely different flu that no existing vaccine could combat. Scientists did everything to discover the strain, and within a mere two months a number of major pharmaceutical companies had developed a vaccine against the swine flu on the basis of one strain instead of three. In the Sint-Vincentius Institute in Antwerp one vaccine is already being tested on human subjects. Manufacturer Novartis distributed 600 vaccines to ten research centres in Germany, three in Belgium - the Universities of Ghent and Antwerp, and the Sint-Vincentius Hospital - and one each in the Netherlands and Switzerland. Doctor André Vertruyen, who is leading the research in the Saint Vincentius Hospital, is eagerly working on the pilot project. "Without a vaccine there could easily be 18,000 to 20,000 fatalities in our country," he says.

Two party-goers sleeping off their hangovers at the Ostend casino narrowly escaped death on Sunday morning when a concrete girder weighing nearly 2.5 tons came crashing down from the roof of the casino building and hit the ground - exactly where they had been sleeping just minutes earlier. The girder broke loose due to a construction error. It is part of an ornament consisting of ten similar girders forming an arch. When the fire brigade and police arrived they cordoned off the area. After an investigation they realised that two other blocks were in danger of falling. They were pushed back and supported by other girders. According to the police there is no longer any threat, but one thing is certain - the girder did not fall because of the wind. According to the Ostend alderman for Tourism Veulemans, who is responsible for the Kursaal, something went wrong when the girders were attached and the contractor should be held at least partially liable.

Jazz Middelheim is a genial and stylish festival, with the current programme continuing this tradition, giving exposure to new artists, established ones, Belgian talent, projects and also an act like the contentious Zorn-Reed-Anderson trio on Thursday. On Friday the well-known Dutch comedian Hans Teeuwen did his show portraying a jazz crooner but, says the newspaper De Standaard, he was not really convincing although he was surrounded by excellent Dutch jazz musicians. On the other hand, Dee Dee Bridgewater did well, demonstrating her talent with bravura and the support of a strong quartet. On Saturday Chet Mood paid homage to legendary trumpeter Chet Baker. The four musicians who shared the stage, including the Belgian guitarist Philip Catherine and the Italian trumpet player Enrico Rava, all had known Chet Baker well. They performed classics such as `Bernie's tune', 'Time after time', 'I'm a Fool to Want You' and `My Funny Valentine'. The 87-year old Toots Thielemans once again played personal favourites, which he had performed hundreds of times before, varying from Dave Brubeck's 'In Your own Sweet Way' to 'Bluesette'. After each song he was enthusiastically applauded, and he concluded his performance with 'Ne me quitte pas' and 'Autumn Leaves', which made the audience affected and silent.
