Les organisations à but caritatif qui s'engagent pour les personnes handicapées ou atteintes d'une maladie incurable, comme la Vlaamse Alzheimer Liga, Blindenzorg Licht en Liefde ou encore ALS-liga, qui aide les personnes atteintes de la Sclérose Latérale Amyotrophique, une maladie incurable des nerfs et des muscles, sont largement tributaires de ces dons. À titre d'exemple, ALS-Liga ne reçoit aucune subvention, si bien qu'elle vit uniquement de dons. Or, ces dons ont baissé d'environ trente pour cent, si bien que la construction d'un centre d'accueil pour les personnes atteintes de la SLA a pris du retard. Pour sa part, Licht en Liefde, qui vient en aide aux non-voyants, a vu ses recettes baisser de vingt-cinq pour cent au premier trimestre, même si la situation s'est légèrement améliorée depuis avril. L'organisation envisage de mettre fin aux contrats temporaires et a déjà ajourné plusieurs projets majeurs. De même, le soutien financier aux organisations modestes qui apportent une assistance médicale au tiers monde, comme Médecins sans Vacances, a connu une forte baisse. Pendant leurs vacances, les médecins et infirmiers de cette organisation prêtent leurs services à des hôpitaux africains. Ici aussi, les dons ont baissé de vingt pour cent. Il convient toutefois d'observer que les organisations majeures, reconnues, réussissent à limiter les dégâts. Kom op tegen Kanker, 11.11.11, Vredeseilanden, Médecins sans Frontières ne se plaignent pas. La notoriété fait une différence énorme. Elle permet en effet à ces organisations d'établir une stratégie à long terme, comme l'indique au Standaard Erwin Reynaert, membre de l'Association Muco, qui s'engage pour les victimes de la mucoviscidose.

L'organisation d'assistance aux PME Unizo indique aux employeurs comment procéder pour recruter les nombreux immigrés clandestins dont le séjour sera bientôt régularisé. C'est ce qui ressort des directives formulées dans une note adressée aux collaborateurs, relève De Standaard. Rien d'étonnant en soi, puisque le dirigeant d'Unizo, Karel Van Eetvelt, est déjà l'auteur d'un plaidoyer pour la régularisation de certains sans-papiers. Peut-être pour des raisons éthiques, mais surtout parce que ses PME voient en ces personnes une main-d'oeuvre potentielle capable de combler les postes vacants. D'ailleurs, certaines PME emploient déjà ces personnes, « officieusement ». Les personnes régularisées peuvent travailler. De plus, les étrangers titulaires d'un contrat de travail ont plus de chances de voir leur demande de régularisation aboutir. C'est pourquoi Unizo invite les autorités fédérales à rendre la décision de régularisation dans les trois mois suivant la demande. « De cette manière, nous ne devrons pas attendre éternellement les salariés avec qui nous avons conclu un contrat ». Unizo souhaite également que les autorités fédérales et régionales fixent des accords, car la délivrance d'un permis de séjour (niveau fédéral) est parfois conditionnée à la possession d'une carte de travail (Flandre), et inversement. Une certaine coordination est donc souhaitable. Entre-temps, l'Office des Étrangers recrute actuellement soixante personnes supplémentaires afin de répondre aux demandes de régularisation susceptibles d'affluer à partir de la mi-septembre.

La police judiciaire a interpellé l'intermédiaire qui a permis à Lesley Deckers, la complice qui a aidé les trois détenus à s'évader en hélicoptère de la prison de Bruges, de se cacher dans l'appartement de la Belgo-Marocaine Latifa Raiss à Beringen. Selon l'avocate de Latifa Raiss, sa cliente ne connaissait pas Lesley Deckers. Elle n'avait jamais vu la petite amie en fuite du gangster Mohammed Johri. Lesley Deckers l'a rencontrée par l'intermédiaire de son amie Kelly Slegers, une jeune femme de 27 ans originaire de Mol. Kelly Slegers et Lesley Deckers se seraient rendues à l'improviste chez Latifa Raiss, lui demandant d'héberger Lesley Deckers. Il apparaît de plus en plus que Kelly Slegers aurait abusé de la fragilité mentale de Latifa Raiss. Depuis deux ans déjà, cette dernière souffre en effet de troubles psychiques provoqués par un caillot de sang et a déjà séjourné en hôpital psychiatrique. Selon son avocate et sa famille, Latifa Raiss a toujours été naïve. Sa naïveté et sa fragilité mentale l'auraient amenée à accéder à la demande de Kelly Slegers et Lesley Deckers. Reste à établir le lien qui unit ces dernières, conclut De Standaard.

La police judiciaire fédérale de Bruxelles a informé le ministre de la justice Stefaan De Clerck (CD&V) de l'existence de poursuites visant de hauts magistrats à Bruxelles. Il serait question d'un système de corruption et de faux en écriture. « Si l'affaire éclate au grand jour, les conséquences pour la crédibilité de la magistrature seront incalculables », précisent des sources bien informées du quotidien De Tijd. La police suspecte le parquet général de Bruxelles et le parquet général auprès de la Cour de cassation de vouloir protéger ces magistrats. C'est pourquoi elle a transmis le dossier au ministre de la justice, indique De Tijd. Ce dossier est déjà tenu à l'écart depuis plusieurs années étant donné que le rôle de la magistrature dans de nombreuses affaires comme la faillite de la Sabena et la vente de Fortis pourrait « la mettre en mauvaise posture ». Le ministre n'a pas souhaité réagir hier sur les copies du dossier qui lui ont été transmises. Des juges de la Cour d'Appel seraient également suspectés. Au palais de justice de Bruxelles, plusieurs magistrats et avocats sont au courant de ce dossier explosif.

La ville d'Anvers a saisi le Conseil d'État contre la Région flamande pour avoir approuvé le plan d'exécution spatiale régionale (GRUP), le 19 juin dernier. Ce plan prévoit la construction de nouveaux centres commerciaux sur le site de l'ancien tri postal X à Berchem, ainsi que dans le nouveau stade de football d'Anvers à Petroleum Zuid. Lors de la rédaction du GRUP, la surface brute au sol a été limitée à la demande de la ville d'Anvers. La ville craint en effet d'assister à l'apparition de vastes centres commerciaux susceptibles de porter préjudice au commerce local. Dès lors, la surface limité s'élevait respectivement à 1.200 et 12.000 m² pour le centre de tri postal et Petroleum Zuid. Or, le terme « maximum » a mystérieusement été remplacé par « minimum » dans le texte définitif. Au-delà de sa justification floue, ce changement constitue une erreur de procédure. Le GRUP était l'un des derniers dossiers traités par l'ancien ministre flamand de l'aménagement du territoire, Dirk Van Mechelen (Open Vld). Son successeur, Philippe Muyters (N-VA), a manifesté son intention de s'informer auprès de son administration sur les motifs de cette modification.

La société de captation et de télévision Alfacam de Gabriel Fehervari s'apprête à accueillir un nouveau diffuseur analogique sur le câble, en l'occurrence la chaîne généraliste EXQI Plus. L'opérateur câble Telenet, qui détient le monopole sur le câble belge, avait déjà annoncé en avril son intention d'accueillir deux nouveaux diffuseurs analogiques. Telenet a reçu non moins de dix-sept candidatures d'entreprises nationales et étrangères. EXQI Plus sera une chaîne généraliste largement consacrée aux programmes d'actualité, de jeux et de divertissement, qui seront confiés à des personnalités flamandes connues comme Stany Crets, Peter Vanden Begin, Jan Verheyen et bien d'autres encore, promet Gabriel Fehervari. 80 % des programmes seront des productions propres. Le lancement aura lieu entre le 15 et le 30 novembre. Son principal concurrent, VMMa, la société mère des chaînes commerciales VTM, 2BE et JimTV, la rejoindra sur le câble avec vtmKZOE, une chaîne pour enfants qui diffusera essentiellement des séries pour la jeunesse comme Lassie, Maya l'abeille, Fifi Brindacier, etc. Le directeur général de VMMa affirme que ces séries d'un autre temps feront le bonheur des enfants et de leurs parents. C'est ce qu'on appelle le coviewing dans le jargon. Cette décision peut exercer de profondes incidences sur le paysage télévisuel flamand, selon De Morgen. Les chaînes de la première télévision publique, Canvas, et les chaînes commerciales vtm, 2BE, VT4, VijfTV et Vitaya devront à présent partager le marché avec ce nouveau concurrent. Outre EXQI Plus et vtmKZOE, Discovery Channel sera également proposée sur le câble. L'arrivée de ces nouvelles chaînes en pousse de nombreuses autres à prendre la porte en direction de la plateforme numérique de Telenet. Désormais, il faudra en effet souscrire un abonnement numérique pour regarder ARD, WDR, RAI, CNBC ou TRT.

Le Musée national de Singapour accueillera dès demain l'exposition « A Story of the Image. Old and New Masters from Antwerp ». Cette exposition réunit 150 oeuvres de maîtres anciens comme Pierre Paul Rubens et Antoon Van Dyck, mais aussi d'artistes contemporains comme Luc Tuymans et Berlinde De Bruyckere, qui exposent régulièrement dans trois musées anversois. L'objectif étant de mettre en lumière le riche passé artistique et la culture picturale actuelle de la ville d'Anvers, et par extension de la Flandre. Selon Lee Chor Lin, directrice du Musée de Singapour, cette exposition revêt non seulement un caractère essentiel eu égard à la qualité très élevée des oeuvres, mais aussi parce que « sur le plan politique, elle confirme la collaboration entre Anvers et la Flandre d'une part, et Singapour d'autre part ». Villes portuaires, Anvers et Singapour entretiennent des relations étroites de longue date. À titre d'exemple, l'Autorité portuaire de Singapour (PSA) est très active à Anvers, et les deux ports sponsorisent l'événement. Selon Philip Heylen, échevin à la culture de la ville d'Anvers, cette exposition vise à donner un aperçu des richesses artistiques que recèle la ville d'Anvers. Les oeuvres proviennent du Musée Royal des Beaux-Arts (KMSKA), du Musée Plantin-Moretus/Le Cabinet des Estampes et du Musée d'Art contemporain (MuHKA). Les créations de Rubens et Van Dyck côtoient celles de Jan Breughel, Teniers et Adriaan Brouwer. Les oeuvres contemporaines sont signées Tuymans, De Bruyckere, Raoul De Keyser, Marlene Dumas, David Claerbout, Koen Van den Broeck et Anne-Mie van Kerckhoven.

Siegfried Wolf, co-chief executive of Magna, yesterday announced that "all points of contention between Magna, Sberbank and GM have been resolved". The solutions have apparently been set down in an amended takeover plan which was submitted to the GM board of directors yesterday morning. According to Wolf, General Motors will sell its 55 percent controlling interest in Opel to Magna and the Russian state bank, Sberbank. But GM was a lot more reserved, saying the plan must first be examined. This was soon followed by a statement from the rival takeover contender, investment fund RHJ International, that "they were still in the race". Magna and Sberbank can attribute their strong position to the German federal government and some of the federal states, which consider the consortium to be the only acceptable candidate. Over the past few days Berlin has confirmed in no uncertain terms that a takeover by RHJ was out of the question. Federal Chancellor Angela Merkel is keen to wrap up the Opel matter before the parliamentary elections of 27 September. In addition to support from the German government, Magna can also count on Opel's European Works Council and its Antwerp deputy chairman and ABVV frontman Rudi Kennes. "Should Magna be chosen that will be good news for the Antwerp factory," he said last night. Chances of Magna keeping the Antwerp factory in operation are however slim, De Tijd reminds. The sale will only be really finalised once the GM board of directors has given the go ahead, the German National Parliament has approved the billions of Euros of subventions by the government and Europe has given its approval.

Minister of Justice Stefaan De Clerck (CD&V) has ordered an investigation into fraud and corruption within the top echelons of the Brussels jucidiary. This follows an examination file passed on by the Brussels federal judicial police, in which there are strong indications that an enquiry into senior magistrates is being covered up by even more senior magistrates. The enquiry is said to have been launched five years ago, commencing with a raid on the premises of lawyer Robert Peeters from Overijse, who was suspected of fraud. Detectives found judgements by Francine De Tandt - current president of the commercial court but deputy chair at the time - that had not yet been handed down. Last year De Tandt approved the sale of Fortis to BNP Paribas in the court of first instance. Numerous lawyers suspect that she has been delivering judgements on order for years, noting that some of their colleagues hardly ever lost a case before her. Christian Van Bruggenhout, the lawyer representing the Belgian state in, amongst other cases, the Fortis case and who acted as receiver for the insolvency of Sabena, was systematically favoured by De Tandt. And so was Peeters. Despite repeated calls to the Ministry of Public Affairs to investigate the matter, nothing was done about the explosive case except a disciplinary enquiry by the court of appeal, which is still pending. The detectives have serious indications that De Tandt is being protected by both the Public Prosecution Service and by the Court of Cassation's prosecutors. The corruption investigation now ordered by De Clerck and which will be conducted by an examining magistrate from outside Brussels, is a fresh blow to the image of the judiciary, the newspaper De Morgen reports.

Following a decade of negotiations between the two governments, the Flemish Minister-President Yves Leterme (CD&V) and his Dutch counterpart Jan Peter Balkenende signed four Scheldt treaties in 2005 determining, amongst other things, the execution and financing with regard to dredging the river. Extending the draught is crucial as there are twelve areas in the river which are too shallow for large ocean-going ships to navigate. At present they can only sail during high tide, causing ships to lie at anchor for hours and costing the Port of Antwerp in the region of 70 million Euros each year. The major regional competitor, the Port of Rotterdam, receives these ships with open arms, and so it is in the interests of the Dutch harbour that the Scheldt is not dredged. Despite the existing treaties, the Dutch side has continued to dither. It first took the Dutch Lower House two years to approve the treaties thanks to pressure from the Port of Rotterdam lobby, says the newspaper De Morgen. And then this was followed by a tug of war concerning environmental compensation and now the Dutch Council of State has suspended the treaties. Minister-President Peeters has had enough and yesterday rebuked Dutch ambassador Hannie Pollman-Zaal. This is a highly exceptional intervention and the first time the Flemish minister-president used this right. He said that Flanders would launch dispute proceedings provided for in the Scheldt treaty. 'Flanders always kept its side of the bargain and loyally met its obligations' he said. "Now it's the Netherlands' turn to fulfil their part of the bargain." He is (still) averse to legal actions or linking the matter diplomatically to other Flemish-Netherlands matters.

In May six radiotherapy oncologists from the Ghent University Hospital addressed a letter to the hospital board expressing their concern over the waiting period of as much as four to six weeks for cancer radiation therapy. Radiotherapy is the process which destroys cancer cells by means of radioactive rays. The degree and frequency of this treatment is determined by the severity of the illness. The treatment of ovarian cancer, for instance, requires intensive treatment as soon as possible after detection. And that is something the doctors say they can no longer do. According to the hospital board this pertains to an isolated case, for which the board blames the delay on repair work to one of the four radiation therapy machines and on the fact that every patient receiving radiation must first be `measured' in respect of the dosage and the tissue targeted. This could take a number of weeks, the service head says. This process caused two patients to wait a period of four weeks. He further confirmed that the Ghent University Hospital will be introducing a fifth radiotherapy machine next year. Doctors from other hospitals have agreed that the incident at the Ghent Hospital is an exception, saying that the waiting period for radiation in Flanders is normally about one-and-a-half to two weeks. Cancer association, the Vlaamse Liga tegen Kanker agrees.

At the end of September Karel Baeck will retire after 20 years at the helm of the National Employment Office (the RVA). He will be 68 and can be seen as an example for all people in their fifties in Flanders who retire early. In an interview with the newspaper De Standaard, Baeck expressed his opinion on how unemployment would be best reformed, saying unemployment benefits should be increased as one cannot live on 35 to 40 Euros per day. Neighbouring countries pay more, but reduce or scrap the payment after a number of years of unemployment. In that respect, Baeck is in favour of a reduction, as is also stated in the governing agreement. He also advocates the payment of a waiting allowance for young people who have never been able to find a job. He does however feel the allowance should be linked to a qualification achieved. It is a well-known fact that every additional year of (useful) training completed reduces the possibility of unemployment by 15 percent, he says. Most of the 50,000 youths who have been without a job for two years or more and those who have never worked did not complete their schooling either. Baeck has also overseen the growth of the National Employment Office's budget over the years. Over one year the RVA obtained 170,000 new `customers' and the budget for 2010 will be 12 billion Euros, or 3.4 percent of the GDP. 'In 1972, when I started at the RVA, it was only 0.6 percent', he remembers.

Belgian tour operators have incurred massive losses this year, figures and data released by the two major players in the Belgian arena, TUI Travel subsidiary Jetair and Thomas Cook, have shown. Together they represent 80 percent of the organised tour market in Belgium. In early August, Jetair recorded a downturn in bookings of six percent, which can no longer be made up this year, managing director of Jetair Bart Brackx confirmed. Thomas Cook has not released any figures for the Belgian market, but everything points to a similar decline. At the end of June the Association of Belgian Tour Operators (ABTO) recorded a collective downturn of 6.8 percent, or a loss of 200,000 to 250,000 holidays for all its members. In real terms that translates into the biggest drop ever in the organised travel market. The major causes are the financial crisis and swine flu. Both Jetair and Thomas Cook have confirmed that the hardest-hit sector this summer has been long-distance destinations.

Since the introduction of the revamped guaranteed housing insurance on 01 April this year, 5,550 applications - 300 per week - have been received. The previous system recorded an average of 4,500 per annum or 87 per week, pointing to a trebling of the number of applications. This has been confirmed by figures released by Flemish Housing Minister Freya Van den Bossche (SP.A). The guaranteed housing insurance is free and provides cover should a person no longer be able to pay their mortgage loan due to involuntary unemployment or a work disability. According to the minister, the number of applications demonstrates that the insurance meets the need for housing security. 'Economic uncertainty and loss of a job should not result in the loss of a home,' she said, also suggesting the possible introduction of a similar insurance for tenants of rented homes.
