The stability of Van Rompuy's federal government remains precarious, despite the verbal expressions of respect exchanged by the coalition partners by way of the deputy prime ministers Didier Reynders (MR) and Laurette Onkelinx (PS). This expression of respect drew a line through the number of incidents that have arisen between the two parties recently - at least, for the outside world. But the newspapers are still abuzz with rumours of a new coalition at federal level once the 07 June regional ballots have been counted. Although the press is continuously focused on developments in the south, in Flanders the Open VLD has now added its voice to the chorus. Once again, the party is threatening to leave the government should it fail to compile a dignified budget that implements cuts in the civil service and social security. The demand by the Flemish liberals left the socialist Onkelinx saddled with the feeling her party is no longer wanted in the federal government, a feeling she believed was confirmed when Minister of Foreign Affairs Karel De Gucht (Open VLD) declared he would prefer to govern Flanders without the socialists. Moreover, she sees the MR, cdH and Ecolo gradually closing ranks to form an anti-socialist coalition. Just as the Flemish socialists used De Gucht's statement to place themselves back on the political map, Onkelinx likewise wants to turn the MR's constant attacks into an electoral advantage, forcing the question of the PS joining the coalition government onto the election agenda. According to a new opinion poll conducted by the newspaper Le Soir, the PS has emerged as the largest party in Wallonia, with 27.2 percent to the 25.5 percent turnout forecast for the MR. But polls in Brussels put them in third place behind the MR and Ecolo.

The Competition Authority has found mobile phone operator Proximus guilty of abuse of power in the company market. The Belgacom subsidiary will have to cough up a record fine of 66.3 million Euros. This pertains to the 2004-2005 period, during which the Competition Authority found that the market-leader abused its power in the market for major business clients. Proximus granted them rates that were dramatically lower than the wholesale prices a competing operator was forced to pay for sending calls to the Proximus network. Proximus protected itself in the business market from competitors Mobistar and Base, with Base being driven out of the business market a few years ago. This is in contrast to Proximus, which today has over 1.1 million business clients. Parent company Belgacom can appeal against the decision, but had not yet decided whether to do so by yesterday evening. Belgacom said it first wanted to study the judgement, and will be releasing a comprehensive statement today. The judgement could hold serious legal and financial consequences for the company. Competitors Base and Mobistar will be able to arm themselves with this official judgement in their ongoing legal battle with Proximus in the Brussels Commercial Court. The court has to rule on whether Proximus abused its dominant position during the 1999-2003 period. In this drawn-out case Base has also formed a united front with Mobistar, and they are demanding compensation from Proximus, to an amount now exceeding one billion Euros.

The continued existence of the Deurne airport is guaranteed, thanks to a 25 million Euro investment by the Flemish government. A safety strip has to be built behind the runway for takeoffs and landings, for which a busy traffic artery will have to be shifted. But opponents believe that the proof the airport has no future can be found in the fact that the Port of Antwerp, the diamond sector and the airlines all categorically insist the airport must stay, yet are not willing to invest one red cent in it themselves. De Morgen newspaper has found that if the Antwerp airport is anything, it is quiet. There's the daily business flight to London, providing an hour's worth of action - but not much more than those sixty minutes, because the speedy check-in is the biggest attraction of the Antwerp-London link. The Deurne airport's opponents say it will become completely superfluous once the Diabolo Project - the railway providing a direct link between Antwerp and Zaventem airport - is completed. 'Nonsense,' is the response from the Deurne airport authority, 'the future belongs to the regional airports. The service that we provide, such as the rapid check-in, can never be provided by Zaventem. The airline company VLM recently opened a new link to Frankfurt, and you don't do that for an airport given up for dead.'

As of 02 June, the Magritte Museum in the Altenloh building on the Koningplein in Brussels will be open to the public. The collection contains 250 paintings by the Belgian surrealist René Magritte. The museum curators collected the works through Magritte's friends and widow, Georgette Magritte. A large part of the collection also comprises the 98 painting bequeathed by Irène Hamoir, who was married to Louis Scutenaire, a member of Magritte's inner circle. The museum holds the biggest collection of Magritte paintings in the world and, aside from exhibiting the works it holds, it will also hang paintings it has on long-term loan from collectors. The museum is the brainchild of the Belgian Royal Museums of Fine Arts and the French Suez company, which sponsored all the fittings for the museum, including climate control, lighting, security, audiovisual applications, display cabinets and the website.

En gare de Dinant, un passager âgé qui voulait sauter dans un train en marche a été à l'origine d'un accident dramatique. L'accompagnateur de train - André Cornette, originaire de Bertrix - venait de donner le signal de départ lorsque Jean-Marie Hainaut, un septuagénaire bruxellois, est arrivé en courant. L'homme, qui était accompagné d'une famille avec deux enfants de 14 et 16 ans, voulait absolument prendre le train. Comme la procédure l'autorise, une des portes était encore ouverte, mais uniquement pour l'usage de l'accompagnateur, comme c'est le cas lorsque le train est déjà en mouvement. Le septuagénaire n'en a pas tenu compte, a fait embarquer un des enfants avant d'essayer de monter à bord lui-même. L'accompagnateur a tenté de l'en empêcher, et les deux hommes sont tombés sur les rails et sous les roues du train. L'accompagnateur a eu les deux jambes sectionnées; il est encore en danger de mort. L'homme est dans le coma, il a perdu son pied gauche et a déjà subi plusieurs opérations. Le parquet a entamé une enquête, mais pour la SNCB (les chemins de fer belges), une chose est déjà claire : l'accompagnateur n'est pas en faute et a seulement voulu appliquer les règles de sécurité. La SNCB envisage aussi une procédure juridique à l'encontre du passager. Selon les collègues d'André Cornette, il arrive quotidiennement que des passagers essaient de monter dans un train déjà en mouvement. Aujourd'hui, plusieurs gares wallonnes seront en grève : les syndicats exigent une procédure plus stricte pour les trains au départ. La gare de Gand suivra elle aussi le mouvement.

Les socialistes flamands ne sont pas en bonne position dans les sondages. Le ministre libéral de l'Intérieur Karel De Gucht estime que le prochain gouvernement flamand s'accommoderait mieux des nationalistes de la N-VA ou les écologistes de Groen! que du SP.A. De Gucht ne participera pas aux élections flamandes, mais il a néanmoins tenu à exposer son point de vue sans détour dans l'émission politique de la VRT "De Zevende Dag". Pour De Gucht, le programme économique des nationalistes flamands est plus libéral que socialiste. Depuis les élections fédérales de 2007, l'Open VLD oppose son veto à une tripartite avec les socialistes, comme c'est le cas au gouvernement flamand. Par ses déclarations, De Gucht transforme ainsi la participation du SP.A au prochain gouvernement flamand en thème électoral. Les socialistes lui en sont reconnaissants, car il a donné à leur campagne mollissante un nouvel élan. "Ces propos confirment à nouveau que ces élections concernent le prochain gouvernement flamand, qui existera avec ou sans les socialistes", a commenté Frank Vandenbroucke (SP.A), tête de liste et ministre flamand. "Si les gens veulent que le prochain gouvernement flamand soit suffisamment social, ils doivent voter SP.A". Les déclarations de De Gucht "importent" un débat qui, en Belgique francophone, est nettement plus houleux puisque le MR libéral et le PS s'y livrent à une lutte sans merci pour la suprématie. Pour De Gucht, cette querelle électorale risque d'avoir des conséquences au fédéral : "Ce n'est pas parce que les élections régionales et fédérales ne coïncident pas que le résultat des régionales n'aura aucun impact sur la composition du gouvernement fédéral", a conclu De Gucht, pour qui même des élections anticipées ne sont pas exclues.

La décision finale appartient aux patrons de la société-mère, General Motors à Detroit, qui doivent présenter leur plan de restructuration au président Obama le 1er juin. Mais le gouvernement allemand a lui aussi voix au chapitre, dans la mesure où il tient quelques milliards d'euros à la disposition du nouvel investisseur. De son côté, le gouvernement flamand s'est déjà déclaré disposé à mettre 500 millions sur la table pour assurer l'avenir l'Opel Anvers. Pendant ce temps, l'usine de Bochum semble mettre sur pied sa propre stratégie - au détriment de celle d'Anvers - en annonçant qu'elle ne souhaite plus poursuivre la production du Zafira. Pour le délégué syndical ABVV Rudi Kennes, la manoeuvre vise indirectement à récupérer la production de l'Astra, qui s'effectue actuellement à Anvers. Le syndicaliste anversois souligne que d'autres usines allemandes restent solidaires d'Anvers, et invite instamment le gouvernement flamand à appeler l'Allemagne, mais aussi la Commission européenne, à prendre leurs responsabilités; sans quoi Opel Anvers risque de voir le couperet tomber.

Il n'existe aucune loi autorisant des inspections visant à effectuer des contrôles de qualité dans les cliniques privées : c'est ce qu'a reconnu la ministre fédérale de la Santé publique Laurette Onkelinx (PS) devant le parlementaire CD&V Jo Vandeurzen. Selon le réseau Zorgnet Vlaanderen, la Flandre et Bruxelles compteraient pas moins de soixante de ces établissements commerciaux. Les médecins et autres soignants y effectuent les interventions et traitements les plus divers, qui ne sont pas toujours remboursés par la sécurité sociale. La chirurgie esthétique est le domaine le plus représenté, mais il existe aussi des cliniques ophtalmologiques, dermatologiques, dentaires et, de plus en plus souvent, on voit plusieurs disciplines se regrouper. Les pouvoirs publics n'ont aucun contrôle sur ces cliniques ni sur ce qu'y s'y passe, et la ministre a reconnu qu'ils ne peuvent donner aux clients et patients aucune garantie de qualité. Les médecins et les autres membres du personnel sont bien tenus de respecter leurs codes déontologiques ainsi que la législation sur les droits du patient, mais c'est tout. Les cliniques ne peuvent pas non plus perdre leur homologation, puisqu'elles n'en ont pas. La seule possibilité dans le cadre législatif actuel consiste pour Mme Onkelinx à faire appel à l'article 81 de la loi sur les hôpitaux pour interdire que certaines interventions ne se pratiquent hors du cadre hospitalier. Mais, conclut la ministre, la législation européenne ne facilitera pas les choses.

Selon le virologue Marc Van Ranst, qui dirige le Commissariat Influenza, il est crucial d'endiguer la propagation du virus au stade le plus précoce, et c'est pourquoi des antiviraux ont été distribués à quiconque avait été en contact avec un malade. Selon lui, le fait que l'OMS n'ait pas encore désactivé la Phase 6 est principalement dû à la définition incomplète du concept de pandémie, qui ne tient compte que de la répartition géographique et non de la gravité de l'infection. Quoi qu'il en soit, l'OMS n'ose pas parler de pandémie par crainte de déclencher une panique. Même si la grippe n'est pas grave, cela ne libère pas le commissariat de ses responsabilités, car même la simple grippe saisonnière fait de nombreuses victimes, conclut Van Ranst.

Ce mercredi, l'astronaute flamand Frank De Winne s'envolera pour la deuxième fois pour travailler six mois durant sur l'ISS, où il commandera aussi la mission pendant les deux derniers mois de son séjour. C'est de Baïkonour, dans le Kazakhstan (à trois heures de vol et 2.100 km au sud-est de Moscou) que De Winne embarquera après-demain pour la station internationale. La base de lancement construite en 1955 mesure 85 km du Nord au Sud et 125 d'Est en Ouest : un centre immense qui héberge des dizaines de pas de tir, deux aéroports et pas moins de 1.200 km de routes. C'est aussi de Baïkonour qu'est parti le tout premier Spoutnik en 1957, que Laïka et Youri Gagarine ont été respectivement la première chienne et le premier homme à voyager dans l'espace. Avant les années 1990, aucun étranger n'avait le droit d'y pénétrer, mais aujourd'hui, les astronautes et visiteurs étrangers sont les bienvenus, et constituent même une importante source de revenus. Dès 2010, le programme de la Nasa entrera dans une phase de veille pour au moins 4 ans. Durant cette période, les astronautes américains utiliseront Baïkonour pour rallier l'ISS à bord de fusées Soyouz.

Guy Verhofstadt (Open VLD), tête de liste européenne pour son parti, est "disponible" après les élections si on le sollicite pour sortir la Belgique de l'impasse politique. C'est ce qu'a déclaré hier l'ex-Premier ministre dans l'émission de la RTBF "Le Septième Jour". "Mon ambition est européenne, mais je ne suis pas insensible au fait que la Belgique souffre d'une crise politique depuis deux ans. Si on m'appelle, je suis disponible pour aider le pays à en sortir", a-t-il déclaré. Pour Verhofstadt, la clé passe par un accord sur une réforme de l'Etat. "'Ce n'est pas comme s'il n'y avait pas de solution. J'ai moi-même mis des propositions sur la table en janvier 2008. Le problème, c'est que l'on ne s'attelle pas aux négociations. Chacun reste sur son quant-à-soi".

The newspaper De Standaard has put forward four possible scenarios for the future of the federal government after 7 June. The results of the regional elections in Wallonia are pivotal to this and, according to an opinion poll conducted by public broadcaster RTBF and newspaper Vers L'Avenir, the Parti Socialiste will suffer badly while the liberal MR and the Christian democratic CDH will remain stable. The big victors will be the greens of Ecolo. Despite its losses, the PS might still decide to take part in the federal government, although it is still not certain if the PS and MR will both be able to hold seats in the same federal government in the aftermath of this tough election campaign. They have fought a bitter battle with each other. That is also why speculation is rife on a so-called Jamaica coalition - at both regional and federal levels - of Christian democrats, greens and liberals. In the event that Ecolo is the big winner on 07 June, it might even take the initiative in terms of forming the regional government, while the PS could leave the federal government and be replaced by Ecolo and Groen! However, should the S.PA stay part of the Flemish government or be replaced by N-VA and not by Groen!, the Jamaica scenario will become increasingly difficult to fulfil. In any case, it appears that all scenarios will have to include the Christian democrats in the federal government. Should the election results be satisfactory for the SP.A, a third scenario could arise in which the Flemish socialists also participate at a federal level - provided the Flemish liberals (Open VLD) drop their objections to a federal coalition with the socialists. A fourth scenario could be that Ecolo chooses the PS and CDH as its bedfellows, leaving the liberals (MR) out in the cold. Then Didier Reynders will be under pressure to leave the federal government too, and fresh elections could become inevitable.

Despite the financial crisis, the Flemish socialists have not succeeded in making their agenda the main issue of the elections. Some hope of that did emerge yesterday, when the liberal Minister of Foreign Affairs Karel De Gucht stated his preference for a coalition with the N-VA instead of with the SP.A during a TV programme. That meant the socialists and their minister Frank Vandenbroucke could finally call on leftwing Flemings to vote SP.A in order to prevent a right-wing government composed of Christian democrats, liberals and Flemish nationalists. But that hope was shattered yesterday by the veteran mayor of Leuven, Louis Tobback, says De Standaard newspaper. Tobback lashed out on Radio 1 at fellow party members who publically demanded ministerial posts. Freya Vanden Bossche believes that her province of East Flanders has the right to that and that she, as leading candidate, should be considered for the post. Meanwhile Antwerp mayor Patrick Janssens holds the same view and is pushing for Kathleen Van Brempt, the incumbent minister of mobility, social economy and equal opportunities, for the post. Tobback believes that what Freya Vanden Bossche finally admitted after insisting questions from journalists - that she is a protential minister - was a "clumsy and stupid" attempt at angling for a ministerial post. Chairwoman Caroline Gennez says that the focus must now be on getting votes, concluding that every politician is playing his own tune and Louis (Tobback) is playing an unpleasant one. Meanwhile Karel De Gucht qualified his attack on the SP.A by explaining he had merely said that the N-VA is closer to the Open VLD in economic terms, and that he had certainly not said he would prefer the N-VA to the SP.A as a Flemish coalition partner.
