One of Brussels’ biggest parks Ter Kamerenbos has some very special visitors staying over on Wednesday. A flock of 500 sheep that are on their way from Berlin to Trier will be spending the night there, just a few hundred meters away from the busy Louizalaan .

Les investisseurs dans l'énergie solaire prospectent le marché à la recherche de grands toits plats en Flandre. Ils souhaitent les louer pour y installer de grandes quantités de panneaux solaires. Les formules de location permettent aux investisseurs d'envisager un beau rendement, tandis que les propriétaires des toits peuvent escompter des revenus locatifs et une baisse de leur facture énergétique.

 Mais pourquoi des entreprises loueraient-elles leur toit alors qu'elles peuvent le rentabiliser en investissant elles-mêmes ? "Les personnes qui ont les moyens et le temps pour tout suivre, et sont capables de maîtriser les risques technologiques, ont intérêt à investir elles-mêmes", précise Yves Devis, administrateur délégué de l'entreprise d'énergie solaire Ikaros Solar. C'est valable pour de très nombreuses petites installations familiales ou d'entreprise. Mais il en va autrement pour les très grandes toitures, qui présupposent des investissements importants. Souvent, la production d'énergie ne fait pas partie du coeur de métier des entreprises disposant de superficies de toiture importantes, et elles ne souhaitent pas investir de fortes sommes. Pour elles, il est plus intéressant de louer. Devis prévoit que dans quelques années, la majeure partie des nouvelles toitures solaires seront en location, alors qu'elles ne représentent que 20% du marché actuellement.

 

Ikaros Solar met la barre à 500 kilowatts/heure (10.000 m²) comme minimum pour sa formule de location. Dans ce type de formule, l'entreprise spécialisée dans l'énergie solaire se charge d'installer et d'entretenir le système. Une société d'investissement impliquée dans l'opération met les ressources nécessaires et perçoit les certificats d'électricité verte. Le proporiétaire du toit obtient généralement une combinaison de rémunération pour l'utilisation du toit et une ristourne de taille sur l'électricité qu'il prélève.

 

Ikaros Solar construit actuellement une installation photovoltaïque sur le toit de la prison de Bruges, et a déjà investi cette année 3 millions d'euros dans des toitures solaires sur des immeubles publics. Dans la situation budgétaire actuelle, les pouvoirs publics ne souhaitent pas créer de coûts supplémentaires et préfèrent donc louer leurs toits; ils sont donc un candidat de choix pour un financement tiers.

 Ikaros Solar Fund I veut investir 100 millions d'euros dans les projets solaires d'ici quatre ans. Le capital est fourni par le Crédit Agricole (67%) et les sociétés publiques d'investissement PMV (flamand) et FPIM (fédéral) (33%).

Investors in solar energy are hunting for large and flat roofs in Flanders, with the intention of hiring them and installing large numbers of solar panels on them. Thanks to rental formulas the investors can enjoy the prospect of a healthy yield, while the owners of the roofs can benefit from additional rental income and lower power bills.

 

But why would companies rent out their roofs if they could make money by investing in the technology themselves? “It is better for people who have the resources, want to devote time to the issue and can cope with the technical risks to invest themselves,” says Yves Devis, managing director of the solar energy company, Ikaros Solar. That holds for smaller systems for families and small companies, but when it comes to very large roofs, and thus very large sums for investment, things are different, he says. Energy production is frequently not a core business for companies with feasible roofs, and they do not wish to invest major sums therein. So it is a more attractive proposition to rent out the space. Devis expects that within a few years the vast majority of new solar panelling will be installed by way of roof renting formulas. At present, they only make up one-fifth of the market.

 

Ikaros Solar requires at least 500 kilowatt hours (equal to 10.000 m2) for its roof rental formula.

Renting a roof means that the solar energy company deals with the installation and maintenance of the project, while an affiliated investment company provides the cash and, as the owner, gets the so-called green energy certificates. The owner of the roof generally receives a monetary compensation and a substantial discount on power.

 

Ikaros Solar is presently constructing a photovoltaic installation on the roof of the Bruges prison, and has already invested three million Euros this year in solar panels on buildings owned by the state. Given the present budgetary situation, the authorities hope to avoid incurring additional expenses and prefer to lease out the roof space. This makes the government the ideal candidate for third-party financing.

 

Over the next four years the Ikaros Soalr Fund I intends to invest 100 million Euros in solar energy projects. The capital is being raised by Crédit Agricole (67 percent) and the public investment companies PMV (Flemish investment company) and FPIM (Federal investment company) (33 percent).

One day after N-V A president Bart De Wever and PS president Elio Di Rupo held their 6-hour long deliberations which way to go in the negotiations of the next days and weeks, a verbal war has broken out between the two parties which seems to have damaged the fragile confidence that still existed. The French-speaking socialists are reproaching the N-VA for their “breach of promise” while the Flemish Nationalists openly question whether the French-speakers are actually prepared to abandon their so-called “pocket-money federalism”. The tense atmosphere that existed between the two winning parties since Elio Di Rupo resigned from his role as preformator has now erupted in an open war in the press. The French-speaking parties struggled to hide their irritation with the N-VA’s stance throughout yesterday. “It’s becoming increasingly clear that De Wever is not interested in an accord. Every time we take a step forward, the N-VA breaks its promise afterwards,” were the murmurings within the PS and within the green Ecolo party.

In an article on lesoir.be yesterday evening PS sources vented their disapproval of the N-VA’s breach of faith with expressions like “That’s enough”. These rebuffs were answered with equally hard rebuffs from De Wever’s side of the fence, with the N-VA’s circulation of a press release entitled “Time to pour clear wine”. According to the Flemish Nationalists, this sudden display of public anger by the PS hides a deeper resentment. “It seems more useful to the N-VA that the French-speakers are finally pouring clear wine. Are they or are they not prepared to leave their pocket-money federalism behind and evolve towards a culture of financial responsibility?”

The crux of the conflict is the different interpretations assumed by Elio Di Rupo and Bart De Wever after meeting with the royal mediators Flahaut and Pieters. According to the French-speaking socialists the stage was set to meet with the seven parties on Monday to discuss the finance act, the BHV constituency and the refinancing of Brussels as well as preliminary talks on the budget.

The N-VA however maintains it was agreed to first meet with the PS to work on a framework for the state reform. This caused the other French- speaking parties to explode in anger, causing the PS to deny that any such agreements with the N-VA existed despite the fact that various party PS and N-VA leaders met yesterday to negotiate on that framework.

These new developments seem to have once more sunk any hopes that the seven parties will actually be able to reach an agreement on any state reform.

A survey conducted by the foundation for innovation and labour, Stichting Innovatie & Arbeid (a division of the Socio-economic Council of Flanders, Serv) among about 10,000 Flemish employees shows that more than half of the employees in Flanders do not seem to suffer much work-related stress, a lack of motivation or opportunity for further learning and manage to balance their private and professional lives quite well. The survey, which was intended to determine the general viability of work in Flanders, is completed once every three years.

According to Peter Leyman, chairman of Serv and managing director of the employers’ organization Voka, this is due to efforts by the Flemish government, employers and workers’ organizations to increase the level of activity in Flanders. One way to achieve this would be to keep people employed for longer in “doable” or “workable” jobs, believes Leyman. The purpose of the survey is to pinpoint areas of focus for the government. The quality of the exercise is determined according to four indicators: psychological stress (work stress), a pleasant working environment (involvement and motivation), learning possibilities (opportunity for skills development) and a balance between work and private life. Serv plans to increase the viability of working conditions for 60% of all employees by 2020, Leyman says. When compared to the first survey conducted in 2004, the viability of working conditions in Flanders has increased from 52.3 to 54.3%. The trend is cautiously optimistic, but the tempo is too slow to achieve 60% by 2020, Leyman maintains.

Work motivation and learning opportunities seem to be areas of considerable success, with “only” 10.6% of all Flemish workers struggling to balance their work and private lives. Work stress is another matter, however, with about one in every three employees struggling with stress due to excessive pressure at work and one in eight experiencing extreme problems. This applies to all age and professional categories. A small minority of 7% scored badly in three of the four indicators, experiencing bad viability of working conditions.

The results of the survey have provided social partners and public services with a wealth of information, paving the way for adjusted regulations and projects in the business sector, for example. According to Caroline Copers of the socialist trade union ABVV and vice-president of Serv, social partners and the Peetes government should join hands and draft a policy programme to facilitate viable working conditions where it is most needed.

Les socialistes francophones reprochent à la N-VA d'avoir "rompu sa parole" alors que les nationalistes flamands se demandent ouvertement si les francophones sont réellement prêts à abandonner ce qu'ils appellent le "fédéralisme de l'argent de poche". Depuis l'échec de la préformation sous Elio Di Rupo, une ambiance tendue règne entre les deux grands vainqueurs des élections, mais hier soir, ils se sont lancés dans une guerre ouverte par presse interposée.

Depuis le matin, les partis francophones avaient eu bien du mal à masquer leur irritation quant à l'attitude de la N-VA. "Il est de plus en plus évident que De Wever ne veut pas d'un accord. A chaque fois que nous faisons des progrès, il s'avère par la suite que la N-VA ne respecte pas sa parole", pouvait-on entendre au sein du PS, mais aussi des verts francophones d'Ecolo. En début de soirée, le quotidien en ligne lesoir.be a publié un article citant des sources du PS exprimant sans retenue ("Ca suffit") leur aversion par rapport à cette attitude de la N-VA. Le parti de Bart De Wever a durement répliqué en publiant un communiqué de presse intitulé "Il est temps de se montrer clairs". Selon les nationalistes flamands, la brusque sortie publique du PS dissimule autre chose : est-on oui ou non prêt à abandonner 'le fédéralisme de l'argent de poche' et à évoluer vers une culture de responsabilité financière ?"

A la base du conflit, il y aurait une interprétation divergente des accords conclus entre Di Rupo et De Wever lors de leur entretien avec les médiateurs Flahaut (PS) et Pieters (N-VA). Selon les socialistes francophones, il faudrait parler dès lundi avec les sept partis sur la loi de financement, BHV et le refinancement de Bruxelles. En parallèle, il faudrait aussi travailler sur des accords concernant les grandes lignes du budget.

 La N-VA, en revanche, affirme qu'il a été convenu qu'elle et le PS commenceraient par élaborer un cadre sur la réforme de l'Etat. Les autres partis francophones n'acceptent pas ces propos et réagissent avec fureur, et le PS a lui aussi démenti l'existence d'un tel accord avec la N-VA. Pourtant, hier, plusieurs politiques du PS et de la N-VA se réunissaient déjà pour procéder à cet exercice.

 Avec cette nouvelle escalade, il semble pratiquement impossible qu'une tentative de réunir les sept partis autour d'un accord communautaire puisse désormais aboutir.

 

 

Une enquête de la Fondation Innovation et Travail (SIA, qui fait partie du Serv, le conseil socio-économique de Flandre) auprès de pas moins de 10.000 travailleurs flamands démontre que plus de la moitié d'entre eux ne souffrent que peu ou pas de stress professionnel, de manque de motivation ou de possibilités d'apprentissage, et qu'ils parviennent sans problème à combiner vie privée et professionnelle. Cette enquête portant sur les conditions de travail en Flandre est organisée tous les trois ans. Selon Peter Leyman, président du Serv et administrataur délégué de la fédération patronale Voka, il faut la replacer dans le cadre de la volonté du gouvernement flamand, des patrons et des organisations de travailleurs pour augmenter l'activité professionelle en Flandre. C'est notamment possible en maintenant les travailleurs plus longtemps à leur poste et en leur attribuant du travail "faisable" ou "acceptable", explique Leymans. L'enquête doit démontrer sur quels points les efforts des pouvoirs publics doivent porter. La qualité du travail est mesurée à l'aune de quatre indicateurs : fatigue psychique (stress lié au travail), bien-être au travail (implication et motivation), possibilités d'apprendre (chances de développement des compétences) et équilibre entre travail et vie privée. Pour 2020, le Serv veut augmenter à 60% les conditions de travail acceptables des travailleurs, explique Leymans. Par rapport à la première enquête (2004), ces conditions acceptables sont passées en Flandre de 52,3% à 54,3%. La tendance est légèrement positive, mais le rythme est trop lent pour atteindre les 60% en 2020. La motivation au travail et les possibilités d'apprentissage sont particulièrement positifs; par ailleurs, seuls 10,6% des travailleurs flamands ont du mal à concilier leur carrière et leur vie privée. En revanche, le score est moins bon pour le stress au travail. Depuis le premier sondage, un tiers des travailleurs environ reste en proie au stress suite à la pression professionnelle, et un sur huit éprouve même des problèmes aigus. Cette constatation s'applique à toutes les tranches d'âge et catégories professionnelles. En outre, une petite minorité de 7% fait un mauvais score sur au moins trois des quatre indicateurs, et les conditions de travail sont dès lors particulièrement critiques.

Les résultats de l'enquête fournissent aux interlocuteurs sociaux et aux services publics une moisson de données qui permettront de procéder à des adaptations, notamment en fonction des secteurs. Selon Caroline Copers du syndicat socialiste ABVV, qui est également vice-présidente du Serv, il faut que les partenaires socialistes et le gouvernement Peeters se rassoient autour de la table pour élaborer un programme permettant d'intervenir sur les conditions de travail acceptables là où cela s'avère nécessaire.
