A decade ago, Belgium stood at the forefront of Internet services: in such a heavily-cabled country, the provision of ADSL was a simple matter. But now the country is slowing down and even moving backwards, Cisco says. The basic infrastructure is not keeping up with the requirements of the knowledge economy.
